Yeah...seems they often arrive with AK's and other automatics. I know a lot of these groups have registered as security companies just to get guns, and issue them to their members. Same as the Taxi associations. But guys often say they arrive armed and intimidate. That would lead to someone fearing for their life. If you have reasonable fear for your life or the life of someone else and the "attack" is underway or imminent, you can shoot.
Govt approves of these "forums" as a way to redistribute the wealth and keep this sector of the population well fed and happy. I suspect they consider these mafia to be useful.

This I can understand. On two of the projects we have some involvement in there were threats of violent death. On one the MKMVA "representative" made a pistol with his hand and pointed it at our site guy, on the the other the ANC "councillor" told an engineer from the client who was reluctant to authorise payment that "people like you just disappear". All involved were black by the way.
