South Africans subsidising people calling from overseas

MTN, Telkom, and Vodacom have warned industry regulator Icasa not to restrict the amount they are allowed to charge international operators for placing calls to South Africa.

Vodacom told the regulator that it is currently paying more money to operators overseas than the other way around.

I am trying to understand why SIP gateways are fraud. The international operator is paying transit so local operators don't use international bandwidth to serve these calls, for all practical purposes these are local.

Maybe they should start putting up SIP gateways themselves and stop moaning.
 
Who still makes international calls from their SIM card? I can't remember the last time I made or received an actual overseas call from a cellphone sim card directly as opposed to Whatsapp.
