Poor management, what else can be blamed for the state of this country!
It is a case of lining pockets and to hell with replacing aging infrastructure, regular maintenance and so on and so on.
Poor management is systemic in government and local government and there is absolutely no consequence management! Sad, very sad.

Rand Water has indicated that high water consumption is to blame for the current shortages.

Estimates suggest that water consumption in Gauteng per person per day is over 300 litres, well above the global average of 173 litres.

Importantly, this estimate includes non-revenue water — water that’s lost before it reaches the consumer.
This is the critical part,

The amount of times we have water leaks and burst pipes near our offices. call city of water out to fix the water and it takes them ages to come to repair with all that water running down back into the sewer system. Ironically we have got a leak at the moment and were told they will come out but they currently quite busy and it might take some time.

But yeah lets blame it on "consumption"

A staggering 30% is non revenue, that's a lot of water going to waste.

Their goals differ from our goals.

Their goals are to divert as much money as possible into their own pockets. In that regard, they have done exceedingly well, beyond expectation even. From their perspective, peak performance would be to "waste" 0% of the loot and divert 100% to themselves. For the time being, they begrudgingly are still forced to lose out on some loot. However, they creep closer and closer to this by gradually lowering public expectations and convincing people that below minimum service delivery is normal.
