New bribe stream. Government loves putting 1st world solutions ontop of 6th world infrastructure. As long as you have to pay for a fckup it's ok. To hell with solutions where there is a mistake and it needs correction.

Is this commentary on how useless Aarto is, or am I misunderstanding when the article says it was tested in JHB? The way I read it is Aarto has been in place in JHB for a while now.
