This is a non-issue. All the minister has to do is unilaterally declare another 30 days, which she can keep doing indefinitely. There is no parliamentary oversight on the DMA. Whether or not they'll still be imposing unconstitutional regulations using this "State of Disaster" is, however, another issue entirely. They are either going to have to abide by the constitution or properly declare a "State of Emergency" by act of parliament for which the constitution does allow derogations of the Bill of Rights.

They won't do that because they can't extend it indefinitely. After the first extension it requires 60% of parliament to allow it to continue.
 
DMA does have some advantages, especially around spectrum allocation.
 
This, Dlamini-Zuma said, was done after considering the magnitude and severity of the COVID-19 outbreak which has been declared a global pandemic by the World Health Organisation (WHO).

Does Cyril have a say or not? Who is the president now really?
 
Interesting to note that she can declare another state of disaster with a whole new set of regulations that will be in force for another 3 months.

Won’t that just be their easiest way to get out of all the holes they have dug for themselves?

They don’t need to amend current regulations for level 3 and 4 because it becomes moot, it isn’t in force, they will just need to replace it with rational regulations this time.

And she doesn’t have to extend month by month again with the 3 month declaration.

Of course he does. The minister running the show, in this case DNZ, is a cabinet member designated by the President.
