A flat rate for electricity could help foster a culture of payment among Soweto residents, a local councillor told Fin24.
Soweto ANC councillor Mpho Sesedinyane believes a proposal for a R150 monthly flat rate for electricity could be a starting point to address the country's non-payment woes. The flat-rate proposal was the brainchild of the South African National Civic Organisation – a non-political organisation which advocates on behalf of communities in engagements with government and other service providers.
Soweto owes Eskom almost R20bn - almost half of the total local municipal debt owed to the electricity utility.
Eskom has started disconnecting power to thousands of Soweto households as a consequence

They have already embraced the culture of paying for cellphone airtime, DSTV and for vehicle finance. Whats the difference here?

Install prepaid meters in all township dwellings and make them pay like the rest of the honest and responsible people in SA. No money, no electricity.

Do yourselves a favour and do a quick google street maps view of the Soweto suburbs. These are not indigent households. Some of the suburbs are seemingly well off with fancy cars parked in the driveways, comparable to small town SA.

If they going to get uncapped electricity for R150, I'm going to pay the first R150 of my bill and not a cent more.

Flat rate of 150 is acceptable provided there is a hard usage cap of 100kwh per month.
Yes, Im all for this. Also, when the cap is reached, they can take money and buy another 100kwh cap and so the cycle continues

hearing...rumbles all over government, coordinated campaign- change culture of non payment - ESKOM cutting off non paying municipalities - not where we suppose to be, ...changing behaviour is not an overnight endeavour...but we are on our way.

Payment culture behaviour is already ingrained when paying off cellphone contracts, buying prepaid airtime, subscribing to DSTV, paying taxi fare for transport to work and back, repaying a car finance loan, paying retail accounts, buying furniture on HP, paying off lay bye's etc.

All of these are underpinned by the universal principle of "You pay, you get. You don't pay, you don't get"

Blaming the non-payment of electricity on 'culture' is a BS excuse not to take any personal, and more worryingly in this case, communial responsibility.

This 'Give me services, its my right!' culture needs to move forward into modernity, or these people will be left behind for the worse.

get the sowetan "goons/mafia" involved. give them a cut of all prepaid electricity bought in the area. that way if guys dont want to pay or want to steal, they will lose out. u get free policing

You mean the criminal tax dodging zamazama chiefs and taxi and shebeen bosses. No thanks, they are already a hugely problematic bunch of thugs with a law unto themselves. Like they really going to hand the cash over to the municipality. Hahaha

nah, if payment culture was ingrained we would not be having this discussion.
we like to think that our view point/vantage point on issues are the complete analysis -- it is not.
To change behaviour , is a structured endeavour ... non paying of public services did not just happen over night... just like undoing is not a flip of switch event. R150 is a change in the right direction...does not mean it stops there, it is just the start.
