nah, if payment culture was ingrained we would not be having this discussion.
we like to think that our view point/vantage point on issues are the complete analysis -- it is not.
To change behaviour , is a structured endeavour ... non paying of public services did not just happen over night... just like undoing is not a flip of switch event. R150 is a change in the right direction...does not mean it stops there, it is just the start.

I disagree. The property owners have all been receiving their municipal bills monthly, along with the warning letters. They know they have to pay and aren't innocent people who don't undertand payment culture.

They just not paying because nobody has flipped the master switch yet. The lack of direct consequences for non-payment is the underlying problem. Bring on the consequences and they will start paying fast.

Going back to bathing in a bucket, finding wood to cook with (if they can find trees nearbye) and buying candles and parafin will be a serious buzzkill.

Didn't all this start cause the ANC made promises of free electricity pre 94?
This is a myth simply because the rest of the country to a large degree is paying. But this one portion of the country refuses to pay and hides behind this myth.

You mean the criminal tax dodging zamazama chiefs and taxi and shebeen bosses. No thanks, they are already a hugely problematic bunch of thugs with a law unto themselves. Like they really going to hand the cash over to the municipality. Hahaha

yes those elements! but no, they dont physically collect the cash. sold by the municipality and they get paid out their commission

If they let them only pay that amount, it'll be like domino effect on other areas as well, everyone will just farkit why must I pay.

If they going to get uncapped electricity for R150, I'm going to pay the first R150 of my bill and not a cent more.

You will be cut off in 30 days. We missed one payment due to a miscommunication, and we were cut off. R900 remote re-connection fee.

That is not how it works, you were already paying for your PnP groceries. How about a flat rate of R50 for your TV license?
