I still don't know how they even let Soweto run up nearly R20 billion of debt.

I mean sure, I get the fact that this party of abject plonkers has to buy its votes, but fvck me.
illegal connections and reconnections.
My Dad works for the muni in a different district.
He gets threatened with his life when he disconnects illegal connections.

Criminals. Pity that switching soweto off will impact innocent people as well.
The lack of political will, just like SAA.
Rather be the popular kid on a **** pile than the person making unpopular decisions for the greater good of everyone.

And then corrupt municipal workers.

Soweto debt has been written off in the past. So this is basically new debt.
That was back in '98. I understand it's a new debt but just want to see the difference and yearly growth of non-payment in the past 10 or so years.

I know about all the illegal connections and death threats. I know how we get to R20 billion. Its how it was allowed to get to R20 billion that's the problem.

We have a culture on non-compliance and the use of threats as effecting deterrents and bargaining tools because they were allowed to flourish.

I wonder what happened to the 1990 Soweto Accord electricity agreement . Is that still valid?
