Maybe; I don't know anyone at Mondi or Toyota now but have worked on and visited both plants. If the Mondi paper machines or the Toyota paint shop shut for an hour, you are not simply going to press a button and restart them. When I did work at Toyota they were paranoid about having to stop any major portion of the assembly lines. Let alone the Mondi sludge systems, debarkers and grinders, all half full unless you shut everything and work it through before the power is actually switched off. Just restarting a paper machine after you lose the sheet is quite a business. Mondi have the capacity to self generate up to 350MW but have been "curtailed" by regulation and not bothered to pursue this; back then anyway. They were Durban's biggest consumer at that time (7 years ago) and got very good rates compared to domestic users. But talking to someone yesterday living on the border of an industrial area noted that he was only load shed on Stage 4.
Curtailed maybe (Mondi anyway has been running reduced for a long time now) but definitely not load shed. As you say, not dissimilar to the big furnaces, you have to clear and shut them before switching off otherwise it is a mission to re-start.
But I am always open to being schooled.
