161% between 2 financial years is most definitely NOT gradual. It's sudden and clearly evident!

Between more than 2 financial years, then it's gradual. Nothing but greed and corruption and people still vote for this whilst blaming other demographics for the situations they're in. So easily led astray to focus on other "causes" whilst the real problem lies in their voting hand.

Why?

So sad to see that it took court action to compel the government to intervene.

We do not deserve to be a BRICS nation. Strike us off that list, we are on our way down, not up.
Pietermaritzburg's municipality (Msunduzi) is as mismanaged as this. Howick's municipality (uMngeni) is walking the same walk.
All ANC municipalities are heading in the same direction: Destruction.

oh jeez. sounds like this municipality has terrible people in charge. better form a 120 person team to do an enquiry into mismanagement and audit everything and then present their findings 5 years from now in a document that the speaker of parliament will ignore.
