If memory serves Mexico held the 10th most subscribers by country which was somewhere around 10,000-20,000 so considering the popularity of fixed-broadband products and heavy users of mobile hotspots in SA it could very well be possible at least based on the current worldwide subscribers.
 
There's a moerse misunderstanding from a lot of posters on this site about how big, economically active and rural South Africa is outside their respective tiny little spheres in the cities.

Indeed. It's also just the general level of development of Internet infrastructure here in SA. The potential market here in SA for this is huge relative to population size.

A lot of the developed world has pretty much ubiquitous fixed line Internet coverage. There aren't a lot of areas out there that Starlink makes sense. SA is different. A lot of dead zones with poor coverage.

According to McDonald's South Africa CEO Greg Solomon, SpaceX's Starlink considers South Africa a major potential market for its satellite Internet service.

Solomon made this remark during a Q&A session at the University of Pretoria's Hendrick van der Bijl Memorial Lecture earlier in October.
We all know this.

Its the cadres wanting free money, and the bribes coming in from the competition locally to them that's the problem.. and causing more and more red tape..
