Steam Account Hacked

Hi, hopefully someone here has some insight for me - my son's account was hacked and the email and cell number changed even though he received an email to say if this is not you changing the email click here etc. Now when i try help him reset the password I just keep getting 1 of 2 messages:

You need to wait a few hours
Your email address is not linked to an account (obviously as they have changed the address)

Anyone with some input?

once you get the account back. enable two factor auth. will help prevent this in future.

Be patient. It may take a day or two - first, it's the festive season and secondly, if they see you don't want to wait more than 5 minutes, they get suspicious you may be trying to steal someone's account.
