Why not get the banks to do it?

Ease FICA requirements. All you should need for a basic savings account is a valid ID.

All the major banks in the country have an account fee of like R5 per month.

I am pretty sure with the scale of clients that social grants would bring in, the government could negotiate that social grants beneficiaries pay something like R3.

As a taxpayer, I would like to ensure that no undeserving people steal the money - a SARS Tax Compliance Certificate would help in this regard.

Dont be silly.the banks arent owned by the government so they cant distribute the grant

In Portugal, your "Número de Identificação Fiscal" (NIF) / Número Contribuinte aka Tax Number is required for just about everything.

A NIF is not a requirement by Portuguese law, but, without a NIF, you will not be able to perform such operations as buying property or opening a bank account, or getting a loan, or signing a mobile phone contract.
You will not be able to accept any job opportunities or Register for Social Security

This complex financial task is reserved for "highly" efficient SASSA, Cash Paymaster Services (CPS)/NET1 and now PostOffice where there is little scope for corruption.

Taxpayers like paying for corruption & fraud:

Most definitely.
It may also help for the following:
- Reduce the number of freeloaders
- The ANC may then also create a functioning education system to actually empower people instead of creating more freeloaders.
- BBBEE may also be removed then because we will have educated people which the companies would want to employ instead of being forced to employ freeloaders.

You cannot get into a Post Office today. Since 3rd August there is a long queue and if you want to get in to do business other than collecting SASSA (say to collect a mail item) you have to pay the "minder" who is standing outside the door. If you don't pay him, he won't move

This applies to Plumstead and Clareinch. Called the Plumstead Postmaster and complained, but she declined to look on the grounds that has no control over what goes on outside
