I hate to break it to you but performance agreements in government means NOTHING. It's just for show. If you dont reach targets you just provide reasons or make up an excuse and all is forgotten. The Soviet communists also took over control of the means of production. Price controls seem to be fine for America at least where Trump has just announced a plan to force down prescription drug prices. They aren't going to be lining up there anytime soon.
