I hate to break it to you but performance agreements in government means NOTHING. It's just for show. If you dont reach targets you just provide reasons or make up an excuse and all is forgotten. It is then replaced by new targets that are easier to reach. the cycle continues. That's why the rot has spread so far.

Simple task: Offer spectrum in exchange for halving of Price of data. But we know government wants to eat.

Price controls don't work. Just ask ex-Soviet Union citizens who used to queue to buy a loaf of bread what happens when you start telling businesses at what price they can sell things.

Correction, it will be implemented by 2120 with an overall increase in the cost of data due to all the levies and taxes imposed by Government regulation (read: kickbacks).
LOL, eish. The prices of everything on the rise, would be no surprise if they raised the cost...
1GB for 80 bucks has been like that for YEARS... Since I can remember...

... but it was the networks that said they will be able to lower data prices when they receive the much-awaited spectrum.

The Soviet communists also took over control of the means of production. Price controls seem to be fine for America at least where Trump has just announced a plan to force down prescription drug prices. They aren't going to be lining up there anytime soon.
