Isn't this one of those cases where the performance target needs to be met by the department, not the minister?
Because there is classic ANC minister technique of doing nothing because you'll be redeployed before those targets need to be met. Then when the new guy rolls in, they blame it on the predecessor doing nothing and make a promise to deliver it at a date and time when they'll no longer be in that position.
Ministers only care about delivering Combi Courts, much more achievable.
