we don't advocate the self-provisioning of VANS because such self-provisioning would imply onerous licensing conditions such as geographical boundaries and social service delivery

Interesting viewpoint. Somehow I think they mean that they would use wireless links...that's why they refer to licensing conditions...

We need competition at a network service provider level, we have ample compitition at a service provider level...
