Yes, but it was probably created by the same technology that underpinned Flash; they simply renamed it to Animate CC, and made it produce HTML5 content instead of Flash. You may also want to look at Tumult Hype; they were one of the 1st applications to make HTML5 effects easier, shortly after Adobe also started focusing on HTML5 (when Flash was considered dead).

Thanks for the link. Yes. Flash is dead and thats what lead me to believe it must by the html version of a Animate cc project.
