Something's wrong: If only 2.8 million South Africans had the virus and 60 thousands died, the infection fatality rate (IFR) is 2.1%. European estimates for the IFR are around 0.35%.

Perhaps he said 28 million South Africans had the virus ?

Covid figures outcome are based on the value of tender. What is happening to our 1 million graves being dug up. Are they still digging!

The only figure in your calculation that has a reasonable certainty of being correct is the 50 - 60 thousand.

The 2,8 million is based on the so-called "test" results.

That is what is wrong with all these attempts at calculating anything related to Covid 19. The basis o the calculations is crawling with guesswork and suppositions and BS.

We ( and the entire Wolrd) has no idea at all how many people have been infected. That means the denominator can be whatever anyone wants it to be.
The ONLY fact is the number of natural deaths and even that is open to abuse and under-reporting.

I guess that also means that an temporary assessment is just guesswork and any regulations are arbitrary.
