Swaziland Driver's License in SA?

I have a friend who has a Swaziland Driver's License, can he drive legally in South Africa (buying vehicle, insurance, hire cars)? Must/Can he convert this to a SA Driver's License?

My friend has a Zimbabwean driver license and he had to get an international license certificate (i think) from the traffic department. I don't think they test you again. AFAIK you just need to apply. I don't know what all the admin is, I just thought him to drive, he sorted out the rest of the stuff.
