Takkies on the powerlines: what does this mean?

I have noticed that in one particular street in Pretoria (Charles/Justice Mohamed) there are a number of pairs of sneakers hanging by their laces from the overhead powerlines across the street. When they fall off over time, new pairs appear. Why? Who put them there and what does it mean? Does anyone know? :confused:

It's a bullying thing. Group of kids walking home from school start picking on one of the younger members, grab his shoes tie them together and throw over the power lines.
He has to walk home barefoot and explain to his folks that he lost his shoes.

From where I'm from, it's usually a sign that you're about to enter a baaaaad neighbourhood.

Well, no wonder. One of the pairs is bright pink!

what puzzles me even more, is single shoes lying on the street or pavement.

did the person just not realise they had stepped out of one of their shoes & is now walking with only one on ?
or
maybe one shoe broke - but then, what is the purpose of keeping the remaining good one ?

Means someone was knocked over by a car.

One shoe is always knocked off

There's been shoes at that section of Charles street for years and years now btw.
