South Africa's taps running dry

Experts warn that the taps are running dry and that many of South Africa’s municipalities have collapsed and cannot resolve the problems.

This was one of the findings in AfriForum’s new documentary, Running dry — A nation on the brink, which deals with the current state of affairs.
 
This measurement is usually expressed as a percentage. 98% reliability means that the specified quantity of water can be supplied 98% of the time.

The design of South Africa’s water supply systems is to provide a 98% assurance of supply. “That means you can have two breakdowns in a hundred years or one in fifty years,” he said.

I must be missing something with this quote. How does one get that 98% supply means two breakdowns in a hundred years? Surely that would be if each breakdown lasts a year, but even South African isn't fumbling water that badly.

98% on a yearly basis is 7 days a year without water, which seems much more achievable and isn't great service.

The guy I sold my house in Berario to phoned on Friday for a chat. Says they've been without water for 3 days.

Today our taps are dry in Northwold. Not sure if it's a burst pipe in the area or what the story is.
 
Normally there is a drought when the taps run dry. Not when the ANC are running things.

Multiple, think it is our Dear PE Leader's second trip to China.

So much to learn from the Chinese government. Probably also went to Hainan Province for enhanced cooperation ideas.
