Headline fail - although this being Japan, I wouldn't be surprised :D

Where's the fail? He hasn't been suspended, or charged, and is on leave.

Why are you not surprised? It's pretty shocking. Stories like this happen sometimes but for a country of 120 mil people, they're very, very rare.

In Soviet Russia authorities were brutal. And school kids did not hit teachers. It would be lock up. Besides you were a pioneer when a kid, so you got used to the whole USSR Number 1/Comrade First Secretary is God thing. You respected authority.
