If one had to use up their telkom data in the first few days of the month, would it then be possible to take data only from mweb (uncapped) at R219. And then cancel the data for the following month from telkom and continue using mweb. Also how is multiple isp's using on one pc?

Yes thats possible.
Depends on how you connect... if you use your router/modem as a bridged then just change your username and password on your dial up connection to your mweb one.
If you connect through your router then you'll need to go into the web interfact of your router and change the username and password in the WAN or PPoE menu - its all dependent on your setup.
It makes no difference to your PC although different ISPs give different connection speeds.
