Western Cape is using Neotel to roll out to government buildings because they won the SITA tender and came in with a better offer than other bidders (Telkom, MTN)

In additional, Neotel is partnering with WISPs (where appropriate) to connect the most rural buildings.

In what way is this Government-Telkom deal going to improve on the procurement process WC followed?

How deep into the rural areas is Neotel going? Will they make that infrastructure available for use by all other licensed network operators?
