Telkom line speed

At the moment I have telkom DO2 384kb/s.

The maximum download speed I've ever had is 45kb/s, but usually it's around 38kb/s.

Is this a normal speed?

No no no no boet, You won't get more than 45k± on average on that 384k connection.

I've recently been hitting around 600 kb/s on 4 meg dsl....
Downloading locally.. During off-peak.. Peak hours get on average around 400 kb/s

600k on a 4mb? I've never seen that... if it does, its for a split second.
Most is 400kb, most I've actually seen it stay at 'for a while' was 435kb a sec from a int game site.

Me too. What's the line's sync rate?

From what I remember, the maximum download speed on a 384k line was +-42Kb per sec.

I get 450Kb/s on my 4Mbit

Again do not confuse bits per second versus Bytes per sekond. U bought 384 kilo bits pers second. There is a "Byte" factor of approximately 9.6 (not 8) which translates to that you get approximately maximum speed when you can download at 40 kilo Bytes per second.
