ADSL Regulations
Telkom welcomes the ADSL regulations published by ICASA. Over the past 18 months Telkom identified areas of improvement and deployed various changes in the way it provides ADSL services to end-users. The way in which Telkom enables ISPs to provide Internet access and value added services to end-users has also been examined.
In line with Telkom’s customer centricity strategy the company has upgraded (from August 2006) all 192kbps services to 384kbps so as to provide faster access services at entry level prices to end-users. This was done at no extra cost to customers. This upgrade also facilitates the possible provisioning of additional Value Added Services to these customers.
In addition, Telkom introduced a usage based billing service in November 2005 that allows ISPs to package ADSL Internet access in any shape and size. These include any combination of capped or uncapped services, unshaped or shaped, as well as local access only services. These offerings are suited to a range of consumer, business or ISP business models, resulting in some of Telkom’s harshest critics describing these services as the “best broadband services in South Africa”. Furthermore, these services were also provisioned at highly competitive rates.
Telkom is still in the process of analyzing the ADSL regulations and its impact on the manner in which Telkom provides ADSL services. Furthermore, Telkom is investigating different solutions that will not only foster compliance, but also have the least negative impact on the quality and price of the company’s service offerings to customers. In this regard Telkom will also engage with ISPs to discuss the regulations and the implementation thereof.
