Why does Telkom have it's network running through a proxy service?

I used the OpenDNS servers today and decided I'd like to register to get the added benefits, like phishing protection and adult site protection.

Stupid thing is that Telkom's proxy doesn't allow me to use the added OpenDNS features.

OpenDNS says:
Your request appears to have come from a proxy.

What does this mean for me?

You can still use OpenDNS and take advantage of speedy and reliable DNS, but will not benefit from phishing protection, typo correction or other OpenDNS features.

That sucks man! You can't have added protection at router level (sure I could block domains in my router) because Telkom are amatures.
