It most more a comment on the principle than practical considerations. i.e. You deposit 5k worth of purchasing power...one could reasonably expect to get back 5k worth of purchasing power later...seeing how its a deposit and you're supposed to get it back in full.

In an ideal world...
Landlords are usually in the business of being landlords, because they are greedy and are usually arseholes to begin with.

Well, it has to be "interest bearing" it seems according to the law (so no equity unit trusts) and the real inflation rate is more than the CPI, just no practical way to maintain that purchasing power but any bank account, or even money market. Even a bond unit trust won't be allowed, since the capital amount can drop below the amount input.

I wonder where people would live without"Arsehole Landlords"?

I for one will not be buying any more "Investment Property". Looking at historical data, I could be sitting with double the investment in unit trusts without the hassles of Tenants and maintenance, had I not bought property.
