Who you going to tax? The whites that are emigrating in droves? The 4% white population left in SA? The newly priveledged blacks? Those who stay in squatter camps who can't (won't) pay but have multiple dishes? Pay channels won't work because no-one in their right mind wants to watch rubbish, and you can't even get your free set-top decoders in place - and you will alienate your all important voters. Clever proposal - good luck.
