Mind explaining why you don't believe that

I would have believed 4th or 5th not 2nd.
They are not some of the best, dirty streets, garbage not always being picked up.
Parks in bad shape, filthy beach and seaside, rude metro, unwilling to help municipal workers........

Umm, the beaches and promenade are now world renowned and cleaned 3 or 4 times a day.. I have been on the beaches at 5:30am and the first cleaning crews are arriving at about that time.
Garbage is collected on time in residential areas that I am aware of.
Parks are decent enough, on a par with places like JHB/CPT etc...
Metro are generally ok from my experience, few bad apples.
Municipal workers are unhelpful the world over.

Who would you have put about eThekwini then?

Can't believe that Joburg is 5th, something like 50th would be more appropriate.

Off course the a DA municipality is by far the best, and the ones where the opposition is absent the worst.

Where the DA is not, the ANC fails the worst.

That is somewhat of an oversimplification.

eThekwini is the 2nd best municipality, and the ANC have a 62% majority in the city so run it uncontested.
