25Mbit sounds like a better benchmark, automatically increasing by 5% per year.

I think in RSA the definition for broadband is "at least 3Mbps down".

In the US I believe it's 30Mbps... so yeah, I suppose "legally" 5Mbps is considered broadband, in SA at least.
