Crime was already here, violence too. It is how it was dealt with that was different before Colonialism.
Also, Colonialism did perpetuate both Violence and Crime. Laws brought by Colonialism did exactly the same thing.

Roman Catholic missionaries were in South and Central America pretty much at the same time as the early explorers.
Only in NORTH America -- a BRITISH PROTESTANT colony was there safety from the long arm of the Catholic Church
