Van Buuren can’t issue a statement on the mayors stationary.
Even if it was a request from the mayor himself, it would be exactly that. I can't find any regulation stating you are not allowed to wash your car, water your lawn etc. P.s. I have a borehole, so water usage isn't my biggest worry, but I do have an issue with people making "law" out of opinion.

Also, I'm not saying don't conserve water. Do it anyway, whether the mayor, van Buuren or whoever else asked or not.

Last night just after 11pm had a massive storm. Some small hail also. Lot's of water. Centurion

Water restrictions
19. (1) The Municipality may by public notice -
(a) prohibit or restrict the consumption of water in the whole or in part of its area
of jurisdiction -
(i) in general or for specified purposes;
(ii) during specified hours of the day or on specified days; and
(iii) in a specified manner;
(b) determine and impose -
(i) a limit on the quantity of water that may be consumed over a specified
period;
(ii) charges additional to the applicable charges in respect of the supply of
water, in addition to a limit contemplated in paragraph (b)(i); and
(iii) a general surcharge on the applicable charges in respect of the supply
of water; and
(c) impose restrictions or prohibitions on -
(i) the use or manner of use or disposition of an appliance by means of
which water is used or consumed; or
(ii) the connection of such appliance to the water installation.
(2) The Municipality may -
(a) limit the application of the provisions of a notice contemplated in
subsection (1) to specified areas and categories of customers, premises and
activities; and
(b) permit deviations and exemptions from, or the relaxation of, any
such provisions on reasonable grounds.
(3) The Municipality may -
(a) take, or by written notice require a customer at his or her own expense to
take, such measures, including the installation of measuring devices and
devices for restricting the flow of water, as may in its opinion be necessary to
ensure compliance with a notice contemplated in subsection (1); or
(b) discontinue or, for such period as it may deem fit, restrict the supply of water
to any premises in the event of a contravention of the provisions of a notice
contemplated in subsection (1) on such premises or failure to comply with
such notice, subject to a notice in terms of section 50; and
(c) where the supply has been discontinued in terms of paragraph (b), restore
the supply only when the applicable charge for discontinuation and
reconnecting the supply is paid.
(4) The provisions of this section also apply in respect of water supplied direct by the
Municipality to customers outside its area of jurisdiction, notwithstanding anything to
the contrary in the conditions governing such supply, unless otherwise specified in a
notice contemplated in subsection (1).

Water restrictions and how it affects you
1 WATER RESTRICTIONS
Water restrictions applicable to all customers
 Irrigating (with drinking water from the municipal water supply system) of
gardens, sports fields, golf courses, parks, and other open spaces is only
allowed between 18:00 and 22:00 (this includes watering with buckets,
hosepipes, or automated sprinkler systems).
 No watering is permitted within 24 hours of rainfall that has provided
adequate saturation.
 If alternative water sources are used, appropriate signage to this effect must
be clearly visible from a public access point.
 No approval for the topping-up of swimming pools is required, however, pool
covers are proposed to avoid evaporation when pools are not in use.
 Filling of new or empty swimming pools requires an application for exemption
(see the process below).
 Ornamental water fountains or water features must be operated by recycling
the water.
 Customers can apply to the Strategic Executive Director: Water and
Sanitation for exemption from any of the above for deserving conditions (see
the process below).
Restrictions applicable to residential customers
 Vehicles (including recreational vehicles and watercraft) may only be
washed with hosepipes fitted with automatic self-closing devices, buckets
or with waterless products.
 Hard-surfaced or paved areas may not be washed or hosed down with
drinking water from a tap.
 All taps, shower heads and other plumbing components should be replaced
with water-efficient parts or technologies.
Restrictions applicable to businesses (commercial and industrial)
 Irrigating of plants on properties zoned for nurseries, farms, or related
business for commercial gain will be exempted from the water restrictions
related to the above irrigating hours.
 When washing vehicles and/or equipment (including at commercial car
wash facilities), water-efficient or water-recycling technology and equipment
must be used.
 Informal car washers may only use buckets.
 Washing of paving and hard surfaces with portable water is prohibited.
However, areas such as abattoirs and food-processing businesses which
require washing to comply with health and hygiene standards, will be
allowed.
 All taps, shower heads and other plumbing components in public places
must be replaced with water-efficient parts or technologies.
Restrictions applicable to institutions and government departments
 Irrigating of plants in municipal or government nurseries will be exempted
from these water restrictions.
 Vehicles may only be washed with hosepipes fitted with automatic selfclosing devices, buckets or with waterless products.
 No washing or hosing down of hard-surfaced or paved areas is allowed with
drinking water from a tap.
 All taps, shower heads and other plumbing components in public places must
be replaced with water-efficient parts or technologies.

If a member of the public does not comply with the stipulated by-law of water
restriction, the offender can be summoned by the Metro Police to appear in
court where the Magistrate of the Municipal Court can issue a fine not
exceeding R20 000 to the transgressor

Well, there are specific time limits on when you can water your lawn and how you may wash your car.

But due to the severity of the problems, one cannot just waste water as if can never run out, one must use it sparingly.

With this I agree wholeheartedly. However the letter stated "I urge residents to use water only for sustenance and no other purpose - NO watering of gardens, washing cars, cleaning driveways etc". This request, albeit a noble request, goes far beyond the legal restrictions.

Last night on he news they were talking about another heat wave coming, with some areas hitting 50 C.
