Police do not investigate house break-ins, theft, stolen cars or hijackings to name just some of the many things they simply just take statements of in order to issue a case number for insurance.
Where are they going to be interested in 100 000 000 000 cases of piracy a day? This is very much hilarious to me.

I'd guess that 70%+ of the country is not interested in local content enough to "pirate" it. You're not exactly going to find Sokkie Jol 2020 DVD on Pirate bay.

Artists, performers, writers and producers of that content earn their living by being creative and charging service providers for the right to broadcast or stream their content
The SABC is the biggest culprit in not paying royalties to artists and performers. Get your own house in order before trying to tell others what to do Stella.

Doublethink right there considering their recently tabled expropriation bill allows the government to expropriate any piece of property they want without compensation, including intellectual property.

It sounds a lot like MonoChoice wrote the paper, or maybe #ProblemIsStella lifted this codswallop from some MonoChoice propaganda.

There is almost no pirate viewing of sports events (anecdotal study I did from hearsay on myBB, but still...)

And more importantly, there is almost zero SA (and content from developing countries) content on any of the dubious streaming platforms and equally little on the high seas. (I've searched.)

I wouldn't pirate local content even if I was paid for it. Perhaps a better option for them is to force piracy of local content to force people to watch/listen to it.

And as stated by Pinball Wizard, I have never seen local content on Pirate Bay. Perhaps because there is no interest. And as far as Sport is concerned, I don't think that is really a target for pirating.

One oke uploaded Four Corners to Pirate Bay and got nailed for it. Only case I've ever heard of and he got nailed anyway.

the way i see it they have two choices:
- end region restrictions so that we can get hulu, the full netflix, etc
- accept piracy

The Cybercrimes Bill places an obligation on ISPs to report instances of piracy and preserve any information related to the incident which may be useful to authorities.

(b) the form and manner in which an electronic communications service provider or financial institution must report offences to the South African Police Service.

(3) An electronic communications service provider or financial institution that fails to comply with subsection (1), is guilty of an offence and is liable on conviction to a fine not exceeding R50 000.

(4) Subject to any other law, or obligation, the provisions of subsection (1) must not be interpreted as to impose obligations on an electronic service provider or financial institution to— (a) monitor the data which the electronic communications service provider or financial institution transmits or stores; or (b) actively seek facts or circumstances indicating any unlawful activity

...in my view the cybercrimes bill does not deal with copyright infringement so unlikely that there will be a reporting obligation (even where that is practically possible)

...this looks like government pandering to the same lobby groups that caused the copyright bill to go back to Parliament

To make it clear it's a different field.
They probably want to go after all you dirty pirates watching SABC without a tv license. Its confusing because there's actually a team called Pirates.

Wondering if this is the same local content Cloudy insisted on broadcasting that got all advertisers to withdraw. Of course piracy must be the real problem...

It does set the foundation for the great firewall of South Africa. Its easier for a government to disguise curbing of freedoms through legitimate reasons such as illegal content, pornography... were the public will highly like approve but once the necessary technologies are in, hitting the switch to kill access to Social Media, News Sites, International Media Platform and Services, is a matter of a minor policy tweak by a majority ANC government whose dirty laundry continues to leak by the minute...
How is that a legitimate reason? Even illegal content has a different definition from one person to the next. Imo there are no legitimate reasons to block any content as it essentially amounts to policing thoughts but...

ISP's are not the police.

The police must do their own job.
