South Africa has a law that you can not intercept someones data unless you have a court order.

So how are South African ISPs going to comply with this and obey the law?
It's only when they are alerted to it. But as I said in a previous post that makes it redundant as the onus should be on the person that's aware of the "crime" to report it. What they are seeking to do is turn ISPs into reporting authorities seeing as they are essentially dumb pipes and only pass on content rather than host it.

The last lot that took piracy seriously went down in the flames of their own corruption.

This won’t be any different.
