Cabinet approved the proposal to create six Regional Electricity Distributors (REDs) which will be established as public entities under the auspices of the Electricity Distribution Industry (EDI) Holdings (Ltd). These entities will be accountable to the Ministry of Minerals and Energy. The next steps will include the drafting of legislation and business plan for the establishment of the REDs. - Cabinet Meeting - 25 October 2006

Not that the price of Electricity will fluctuate as much up and down as the price of water, we can be assured that it will go up quite somewhat to pay for Mowzer's staff and infrastructure. More confusion for the Public which we all must pay for in the end.
Watch the price of Electricity double and triple.

With Saleem Mowzer at the helm of Red One, one can wonder what is going to happen, as when he worked for The City of Cape Town the cost of a Kilolitre of Water was moving up and down like The Rand did a couple of years ago.
Mainly to keep the Council's Coffers flush with cash as Water is being used as a revenue collection tool.
After two years of "drought" in the Western Cape since 2000, no Plan has yet to be implemented to effectively curb the use of water.
One year you can use water and the next year you are penalised with exorbitant price fluctuations as a form of water restrictions?
Hardly sends out the proper message IMO.

Furthermore I think this is just another form of obtaining a legal loophole to get to the Billions of Rands which is made from Electricity in this country.
Why fix what is not broken? The more these guys fix the more they break.
