The first logical thought would be that the bus got caught in the tree branches due to its height, the responsible thing to do would have been to stop the car and try to ascertain the facts.
Possibly but just driving passed the bus would show what the facts are. They are loading the cut tree into the bus, you can see branches stuffed into the lower deck.
Who knows? But I am more inclined towards reasonable and logical explanations than automatically assuming the worst.
Watch the video.. There are branches and leaves in the bottom level, they were using the bus to transport cut branches, no assumptions.
Seriously ?? How do you explain branches packed on top and bottom of the bus.

Your observation is lacking look at :38s, pause it if you must there are branches on the bottom as well. They could only have got there if packed by someone.
Never mind, as posted above, maybe it's a tree cutting bus, whatever it turns out to be, I still emphasize that people should really resist the Twitter urge, I know it's hard but ascertaining facts can save us a lot of trouble.
Maybe it has been repurposed? Or it's dual purpose?
They should take the seats out then.
And remove the markings so that it does not confuse people, especially the overzealous twitter crowd.
It makes sort of perfect sense to use an open top double decker bus to get cut off branches.
I guess it does, it's also a good cost cutting measure if it can no longer be used to ferry people.
