Perhaps you might just have missed them, the only difference between the IFP and the ANC is that the ANC has way more areas it governs, otherwise the things that are happening in IFP run municipalities are exactly the same as those in ANC municipalities, if no municipality was mentioned you wouldn't tell the difference.
