I assume that is based on the opinion of said "cleaners"? The department obviously wants to intervene at the school so when they couldn't find any racism they decided to get a bigger brush

Sure the qualifications thing on the finance manager sounds dodgy but that's about all that seems to have been dug up of substance and not sure how they manned to widen the racism probe

Their statement during their press conference:

“Although no conclusive evidence was found that the finance manager was appointed to the position because of her race, the evidence indicates she was favoured for the appointment, and this was not in line with the school’s employment policy. Consequently, the school’s principal contravened the policy on SA Standard for Principalship.”

So no conclusive evidence was found that the appointment was improper, yet they go on to state anyway that the appointment was improper. Surely that's not how such reports are meant to work?
