There is a problem with this website's security certificate /Secure Connection Failed

been getting this to some https sites just after a new install of win7 in both IE and FF. even sars do this - https://secure.sarsefiling.co.za/DefaultLogin.asp

tried
1) time date is correct
2) cleared the ssl cache
3) installed that mit cert thing and rebooted
4) got and installed the certs

for life of me i just can't remembered how i fixed this last time.

fixed it from looking into a ms messenger error. apparently something with ssl is ****ed and running this in command prompt fixed it. now if only i knew how this happened in the first place...
