Since when is a phone (any kind) a luxury item?

It is something you cannot do without as you need it for communications.

Thumbs up to this idea.

Next question would be, if they manage to pass this, is would there be a cap limit on the phone value seeing as they are bringing the unemployed into this who would never afford high end models. So phone values at say <R2k becomes duty free and everything else stays the same. If that is the case will they then subsidize the duty free bracket by increasing the "luxury" model duties?

There shouldn't be import duty on anything. Import duty is just one big extortion racket. Why the hell should the government get a share of anything you bring into the country?

Same could be said for any tax. Not sure why the government needs a portion of the money i work hard for but hey... it is what it is.

What type of tax? Protective levy is usually to stop dumping, which absolutely failed in our clothing industry as everything still comes Asia.
