If the satellites don't run across RSA in a track then it's highly doubtful it will work.

Given that Eswatini is a confirmed launch in 2023 according to the article, I would imagine the satellites would be running across RSA

As I doudt the satellites are stationary, that is probably true, so gummit regulatory issues.
