South Africa wastes R822,000 per day — much on travel cancellation costs

The Auditor-General of South Africa recently released a report naming and shaming government departments who consistently incur fruitless and wasteful expenditure (FWE). That’s accounting talk for money being wasted.

In a briefing to Parliament’s Standing Committee on Appropriations, the AG’s CFO Bongi Ngoma told committee members that over the past five years, FWE to the value of R1.5bn had been incurred by the 41 national departments.

Not sure all these AG reports mean much anymore. Department wipe their asses with the paper it's printed on and never do anything to act against the continued stealing.

Which is specifically why citizens are not happy about paying tax and increasing Eskom costs - it's the wastage and corruption perpetrated by government itself, and then taxpayers (of which there are fewer and fewer) must foot the bill. Ultimately too this wastage steals for the poorest as there is not enough money for good education, health, public transport, housing, etc. As others pointed out, the biggest issue seems to be a lack of real accountability. It's high time that managers and supervisors were held to account for their employees.

Perhaps the most scandalous thing is that Treasury is right there at the top, you would think they would be the one setting a good example.
Payment for software licenses not utilised. That's criminal.

Well don't forget too that government approved a Cabinet level policy back in mid-2000's to first consider free and open source software, before going to buy licenses. Many Windows servers could have been Linux servers (eg. to run SAP or Oracle ERP on), 95% of documents could have been done on LibreOffice, etc. But that does take some planning, and then rechannelling those US$ into local support SLA's in ZAR :)

"Travel cancellation costs” is listed nine times on the document.

A committee member stated his surprise at the nonchalant manner in which government officials don’t honour travel commitments saying when he misses a flight as an MP, the money is recouped from his salary the next month."


I had a colleague like this. Would miss every 2nd flight (and they flew multiple times a week). They said it was more efficient to rebook a missed flight than to be at the airport early, because what would they do at the airport then. They preferred to just get on the plane just before they closed the doors, but many times too late.

I couldn't work with them, because that same time and money wastage came through in every interaction... they said efficiency, I felt it was narcissism.

There should be financial consequences for any government dept or entity that doesn't pass an unqualified audit or that has FWE.
1) no budget increases.
2) budget decreases by the amount that is not accountable or is wasted.
3) No bailouts allowed either.

All the decreases happen after the budget is announced, and the extra money has go to paying back nationao debt.

10 years of that and SA would either have a functioning civil service, or it wouldn't have one at all.
