Some places are far safer than others. So safe that old folks live alone without any worry. As I indicated in my previous comment, it's the proliferation of drugs that threaten these places.

Your post reminds me of one of ADT guys that did an installation for me. He said that today people put up the best systems possible as a deterrent so that the thieves will rather go and steal next door than by their houses.

True, im not sure about it been just drugs alone or a major factor. They is tons of places in SA in which crime is a non-issue, but its a here-and-there..... And ofcourse you get scammers operating nationwide, I remember where I used to stay previously, in those days (only 15yrs ago) we could sleep with our doors unlocked and open (PTA), you can do that now.

Some of the areas deemed as orange (Hillbrow) or blue is questionable. Wouldn't read much into that
Why, are you basing that on data or perception? Besides the fact that it is a relative measure, so all it means is that there are higher risk areas than Hillbrow. Additionally it depends on what type of crime you're looking at. Hillbrow has lower burglary, but higher murder than some neighbouring areas.

Urban environment vs rural.

It's mostly drugs. A sizeable percentage of people who live there are poor but many survive on menial jobs and their own ingenuity.

The islands fall under Table Bay Harbour. That means that potentially little or no crime happens on the islands. It could all be happening in the mainland harbour.

Which means that the SANAE Base in Antarctica should also reflect the crime stats of the ward in Cape Town it falls under...
