The one with the Skylake CPU?
I've tried mine with 2 Dell docks, neither of them can do 60Hz with that laptop, even though I think the dock could with a newer latitude.
I don't think that specific precision can do 4K60.
You could try connecting wirelessly?
4K tv won’t have display port unfortunately.60 is easier via displayport in my experience
i.e. USB > Displayport
been doing a little more research and it seems that it is definitely possible to drive 4k @ 60Hz with this machine, but only via the TB3 port ( HDMI is 1.x only - 4K @ 30hz)

Remember your cable must also be HDMI 2.0My TB16 dock does in fact output 4K60 over DP. I must have done something wrong or used a crappy cable when I tested it at the office.
