TL;DR

The government can't effectively control tax dodging, so a minimum price is an easier way to prosecute illegal sales:
“For example, if Treasury adopts an MPL price point of R28 for all retail sales of cigarettes, any cigarettes sold below this price would clearly not be tax-compliant given the amount that needs to be paid in excise,” he said.

This would allow law enforcement agencies to seize illicit cigarettes in the most efficient and effective way, based on in law, he said.

Raise prices of smokes, just so that people could realise that cheaper smokes are illegal? What the actual fk.

A price minimum would have made no difference during lock down. "Illegal" cigarettes were freely available then as they are now regardless of what stupid regulations you point at it. In fact, a mandated minimum price would assist the illegal trade immensely. Stop trying to fix everything with knee-jerk regulations.

My sympathies during the ban were with the smokers, but somehow these tobacco people think they deserve sympathy.

And now that they're confronted with an even bigger bunch of unethical rogues eating their lunch, they turn to the most corrupt gang for help.
