TopTV and ICASA battle over porn channels

The Independent Communication Authority of South Africa and TopTV are in a disagreement over whether the satellite pay TV operator is authorised to broadcast its three new porn channels

I really don't understand the problem if it is not free to air  assuming their decoders have parental controls

How do members of the public who are indifferent to this go about officially stating that they don't have a problem with it?

Fact is: the loud-mouthed conservative movements (who are unlikely to even subscribe to the service/provider) throw their weight around while the rest of us who either "don't mind it" or are completely for it don't exactly raise up a fuss so are completely ignored.

The conservative movements are like petulant children who aren't happy until the world conforms to their ideologies.

But I'm conservative and I don't have a problem with it.

DSTV is continually adding channels without any "public consultation process". What is ICASA's issue? The want a share of the pie?

IF you do no like it do not watch it. It is like the Minster who watches porn to warn his concragtion against it

I dont see why ICASA is battling over this.

TopTV has got measures in place to make sure they are selling packages to people who qualify, and making the process long to get the porn packages. ICASA should worry about Telkom milking money off us for things we wont need (NADSL) and leave TopTV to do their work.

Porn plays on other channels at mid night, so whats the problem?

Why doesn't ICASA target the real problems, like eTV's porn sms
adverts which you're forced to watch if you want to watch a movie
broadcast after midnight.

I watched a pretty enjoyable movie last night with Rob Schneider
called "Big Stan", and had to watch those stupid Porn SMS adverts
inbetween!

That should be against the law, since no pin is required to view these
ads. Any kid with a TV in their room could view these, yet ICASA is
complaining about 3 Channels, which can only be purchased as extras
and require a pin to view!

Shame on you ICASA, do something about the REAL problems.

And seriously, how low can you go eTV?! This is public TV and shouldn't
be allowed!

And lastly Damn you BCCSA, for quite frankly not giving a flying f**k!

I feel better now. :)

hahahhaa, somebody at ICASA was too busy playing ping pong and didn't notice that the 60 day window had come and gone!

Bunch of morons.

ICASA is never there when you need them, eg.: apply for a licence and you wait a few years. But something like this comes up and all of a sudden they are allover your @$$.

Um, did you read the article?
If you do, then I think you will find that ICASA completely failed to be all over TopTV's @$$.

Dear ICASA

The correct way to have handled with would have been the following: Reply to TopTV saying "we believe that there is a public interest in the broadcasting of these channels, so until a public debate airing the concerns of the public over the channels has taken place - you are denied to broadcast the channel"

It's really that simple.. none of this "we assumed you'd do what we are thinking" stuff

and as for the "“It will be unfortunate if ODM opts to disregard the public consultation process that is currently underway and which it is very much aware of.”" as ODM I'd reply:

"It is unfortunate the ICASA opts to disregard the process of lawfully authorising channels which it is very much aware of.

Dear ICASA
It is unfortunate the ICASA opts to disregard the process of lawfully authorising channels which it is very much aware of.
True indeed, ODM was following the process, ICASA was the one who disregard it. Worst is after they have disregarded the process, instead of appologising, they go and disrespect ODM by blaming them for their own incompetence.

You the man!!!
I agree with you 100%

I wouldn't class Playboy TV as porn! Adult TV would be a more appropriate tag...

Having worked in broadcasting (in the UK) for many years where Playboy TV has been aired for a very long time, I can vouch that eTV's output is closer to porn than the content of Playboy TV. I think you could call it "boobs with less ad breaks" and as an adult channel the viewer knows in advance what the content will be unlike the output of eTV.

I rather suspect (as in Europe) that any adult channel will be added to a bouquet upon additional subscription. I don't think many would, by accident subscribe to "Playboy TV" thinking it was an adventure channel?
