Transfer apps with data - is this possible without root?

Want to transfer my apps from one phone to another and keep the settings etc.

The phone being transferred to is not rooted. I've tried Helium but for some reason it doesn't want to play nicely (says apps are restored on new phone but the apps are not there).

Is there any other app that I can use?
