Jacobs said there would be an increased "roll-out of metro police on the roads" to assist commuters on how to operate the dedicated lane but that their purpose was not to hand out fines.

Somehow I have trouble believing this, I mean how much assistance do you need to "operate" a lane. Ok granted some people probably do need quite a bit, but they did before this too and nothing was done then.
