AFAIK,
  • For a residential home they can't cut off, but can rate limit it to a few litres per day.
  • For businesses/govt departments/offices they can be fully cut off as no one lives there.
IMHO, they should switch businesses to pre-paid.
That sounds very fair.

Only way to dispute or move accounts is to go in? Anyway to do this over the phone or better yet, email?

You have to go in first then they place a 'hold' on your account - this is only valid for the current billing period. You then need to call in every month to get them to re-apply this hold. You can't do it via email / online

The problem is still electricity which Eskom has to supply but doesn't, that's why a great part of Pretoria is running out of water at the moment.
Originated with a Randwater Booster station feeding from a City of Ekurhuleni substation, causing chaos at all the reservoirs down the line

I hope they have actually given people warnings before and not just cutting people off because they didn't invoice them or something.

That's why I saw lots of police and a Tshwane electricity truck earlier in centurion

It was at the lake view business center

COCT cut me off after non-payment.

EFT and a phone call later, the same guys were back 4hours later to turn it back on.

Simple.

I was cut off [electricity] while trying to resolve a leaking meter- I wasn't paying anything. Lost that game of chicken!

EFT'd etc as above and had to claim it back (that took months!).
